PEC Service - PEC Core - Disabling mail client protocols

Email client protocols (IMAP, POP3 and SMTP will) be disabled for users who access their mailbox exclusively via Webmail.
Webmail access will remain available as usual.
Email client protocols can be re-enabled from the Webmail preferences panel.
